well if exe's are blocked in your office there is reason for it. Most likely for the same reason you should NOT use messanger in your office, because companies policy most likely doesn't allow it.

Have a friend download it for you and zip it. Or download it yourself at home and zip it. Then send it to yourself by email or bring it in on a thumb drive.
Right click the exe at the download site and create a zip from there
The zip file is not the program itself, it is merely a compression tool. Think of it as an envelope containing the goods.

You will still have to run an .exe file to install the program.
